Resettlement Action Plan (RAP) for Aboru/Pipeline Road Rehabilitation Project, Lagos State (World Bank-Assisted)

As part of the Lagos Urban Transport Project (LUTP), the Lagos State Government (LASG), through the Lagos Metropolitan Area Transport Authority (LAMATA) proposed the upgrade and improvement of road networks and traffic facilities at specific locations within the metropolis. One of the roads was the Aboru/Pipeline Road within Alimosho LGA of the State. Aboru/Pipeline road, a 6.9km stretch that traversed three communities, namely: Aboru, Okinola and Oke-odo. About 95% of the entire length of the road falls within a built-up residential area. The RAP assessed the potential social impacts of the road rehabilitation and provided a fit for purpose mitigation measures. The RAP activities involved identification of all project affected persons and categorisation of nature of losses that will be suffered due to the road upgrade works. It also involved development of compensation eligibility criteria, and budget in compliance to provisions of Nigeria Laws and World Bank Operational Policies.

This RAP was implemented by Triple 'E' Systems Associates Limited, however, some presetn key members of EcoPro specifically, Prof. Omololu Soyombo (Lead, Socio-economics), Mr. Bartholomew Ndulue, and Mr. Obehi Eguakhide played lead roles in delivering the RAP assignment; from field survey, stakeholders’ engagement, data analyses as well as RAP Report preparation. The project was implemented in 2009.
